中心簡介 Introduction

        科技部為配合行政院「新南向政策」之推動,鼓勵國內大專院校及學術研究機構赴東南亞及南亞國家設置「海外科學研究與技術創新中心」,以利透過多元與彈性方式增進我國與東南亞及南亞國家之實質科學研究與技術創新關係。目前已核定12件計畫,遍布印度、新加坡、泰國、越南、馬來西亞、菲律賓、印尼、緬甸、斯里蘭卡等國家。

        本計畫旨在以台灣主計總處調查資料經驗,協助緬甸執行經濟相關議題調查以及資料分析,可以視為是我國與緬甸,在經貿合作、人才交流、資源共享,以及區域鏈結的四個新南向計畫主軸之下,所推動的全方位台緬合作架構計畫。透過國立暨南國際大學與緬甸最主要的商會團體UMFCCI合作共同設立研究中心,在資源分享的概念之下,以我國主計總處達於國際水準的建制與系統,協助緬甸進行經濟相關議題的調查資料收集與分析,自然就牽涉雙方專業技術人才的交流互訪。
        資料收集之後的結果應用,不僅可以提供緬方公私部門作為政策與決策之依據,同時可供我方瞭解緬甸工商經濟發展進程,協助我國拓展在緬甸的經貿業務。因此,可以有助於台緬雙方拓展經貿合作,進而透過我援助緬甸調查資料的成果,強化與周邊國家及 經濟體的往來關係,強化我國與東南亞國協和南亞諸國所在區域,在經濟、貿易、 教育、制度、科技、文化、人才等各層面的交流與鍊結。

To promote the “New Southbound Policy" of the Executive Yuan, Republic of China (Taiwan), the Ministry of Science and Technology encourages domestic universities and academic research institutions to set up "Overseas Science and Technology Innovation Center" in Southeast Asia and South Asian countries and to enhance the relationship between Taiwan and Southeast Asia and South Asian countries in the fields of substantive scientific research and technological innovation by multiple and flexible ways. Currently, 12 projects have been approved, including the project of India, Singapore, Thailand, Vietnam, Malaysia, Philippines, Indonesia, Myanmar, Sri Lanka and other countries.

Purpose of this project is based on the experience of Directorate-General of Budget, Accounting and Statistics in conducting surveys to assist Myanmar in facilitating research and data analysis on economic related issues. According to the current New Southbound Policy, international trade cooperation, talents exchange, information sharing and regional economic linkage are the four main goals. This project is regarded as a comprehensive cooperative framework project between Taiwan and Myanmar to promote the four goals in one. National Chi Nan University and the main Chamber of Commerce in Myanmar, the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) will work closely to set up a research center in Yangon, Myanmar based on the concept of information sharing to introduce the international standard survey system of Directorate-General of Budget, Accounting and Statistics in Taiwan to carry out data collection and analysis on economic related issues. Consequently this joint project will involve professional and technical personnel exchange and exchange of visits on both sides.
The collected results from surveys not only will serve as the fundamentals for Myanmar public and private sectors for policies design and decisions making, but also allow us to have better understandings on business development process in Myanmar and therefore help us to expand business in, and trade with, Myanmar. Our assistance in collecting data and analyzing results in Myanmar will in turn enhance our economic relationship with neighboring countries in the regions. Eventually, this project will strengthen our relationship with Association of Southeast Asian Nations (ASEAN) member countries and South Asian countries over economic affair, international trade, education, regulation, technology, culture and talents exchange at all aspects.
